1. Deaktivierte (nicht gelöschte) Accounts können:
    * reaktiviert werden
    * inklusive bestehender Stammdaten
2. Gelöschte Accounts:
    * müssen **neu registriert** werden
    * inkl. erneuter Verifizierung
